Why is the civil rights issue so important to Florida politicians?

At this moment there are over 250,000 felons under the supervision of the state. Think in terms of a single person galvanizing them into a single issue voting block. The status-quo would surely evaporate.

Florida has the third largest prison system in the nation

Authorized positions 27,736
Inmates in prison 102,232
Offenders under supervision 152,928
Budget $2.3 billion
