Florida Innocence Commission issues one-year report

The Florida Supreme Court created a commission to study why a dozen innocent men were convicted by Florida juries and sent to prison, many for more than 20 years. The high court asked the panel to identify ways to change the criminal-justice system to keep that from happening again. Number one issue: what to do about eyewitnesses who pick the wrong suspect. That is the most common factor in false convictions, according to experts.
However, findings of commission are not binding.
