The governor of Florida has instituted drug tests as a part of the welfare program. To date, it shows that only 2 to 3 percent of the applicants tested positive for drugs. However, the trick is to be aware this is going on prior to making an application.
The surprise is that so few test positive. There could be a lot of reasons that is nothing more than pure speculation at this point. However, here is one view point from Carl Haasen of the Miami Herald.
