This will prove to be an interesting development. What California is trying to do is push the cost and repsonsibility of housing and releasing those sent to prison back to the counties they come from without addressing the core problems.
It could be said that it is like re-arranging the deck chairs on the Titanic as it is sinking. However, we are not talking of 100 or 200 deck chairs. According to the Department of Corrections: “The state has transferred nearly 22,500 prisoners, or 15 percent of the inmate population, to the counties since last October.”
