Emails between Rep. Mike Horner (R-FL) and top lobbyist show that the lobbyist sent Horner language for a bill that provides a tax break for companies that contribute to a scholarship fund for low-income students. The legislation, signed into law on June 2, increased the tax break from 75 to 100 percent of the corporate income tax liability. The emails also show that Horner asked for “a blow-by-blow breakdown of what was in the bill” so he “would not embarrass myself or you, but rather properly defend this bill.” Lobbyists Writing Legislation Nothing New
